There was a response plan in place by the Federal Government including the Dept. of the Interior, Minerals Management Service, DEP and the Oil Companies themselves called the "In Situ" Plan which was put into place in 1994 and never followed! One of the things that could have changed everything was having a Fire Suppressing Oil Boom on hand in the Gulf instead of finding the closest available one way up North in Chicago! This was BOTCHED by ALL of the prementioned to begin with and now instead of playing the 'blame game' we need to roll up our sleeves and get to work BEFORE the oil slick reaches our Gulf Shorelines! That's MY story and I'm sticking to it...'The Captain'
